Environmental Law

Law No. 41 of July 1, 1998, is Panama’s framework environmental law. This legislation created the National Environmental Authority (ANAM, for its initials in Spanish), and regulates several aspects of environmental protection, such as environmental impact statements, environmental auditing, environmental standards, hearings and community participation, territorial environmental planning, forestry resources, administrative proceedings (including permitting requirements and fines), and others.

Our attorneys acted as consultants to ANAM in the drafting of three regulations: environmental impact statement analysis and procedures, private participation, and environmental standard enacting processes. Thus, our expertise involves the substantive knowledge of environmental laws and regulations, as well as regulatory experience in the drafting of Government regulations.
